Vincent attended Ecole Polytechnique (MS in fundamental & applied science), Ecole Nationale de la Statistique et de l’Administration Economique (Master in financial engineering) & Université Paris Dauphine (Master in marketing & strategy).

He worked at the French Treasury Department as industrial policy economist. Mid-2007, he was appointed as Deputy Minister for Policy planning, Digital Society & Public Reforms, where he created & managed  the PM’s strategy & policy evaluation teams, and led the “France Numerique 2012” plan, aiming at developing digital technologies in France. In 2009, he joined McKinsey where he led performance & strategy projects, in Europe and in emerging countries, before being recruited by GE in 2012.

Vincent is the president of the Long Term Observatory, a think tank dedicated to long term issues & strategies. He is a author of several books and is frequently invited to comment long term policies and strategic issues.
